Francisco de Santibañes, President of the Argentine Council for International Relations (CARI), addressed GRF and GRF Community members as part of an online meeting titled “Latin America’s Strategic Realignment: Between U.S. Security and China’s Economic Pull”, held on 9 April 2026.

The meeting focused on Latin America’s strategic position amid great power competition, the regional implications of U.S.–China tensions, the foreign policy choices of Argentina and Brazil, and the future of the multilateral system. The structural constraints and strategic preferences shared by Türkiye and Argentina as middle powers also emerged as key themes during the discussion.
